Restart Rule Changes

We have instituted a series of (relatively minor except for the big one) rule changes for the restart.

-Divisional realignment based on three year rolling records, rather than straight promotion/relegation. Two 15 team leagues with three 5 team divisions each.
-Deleted clause about waiting until free agency to sign free agents (relegation opt-outs no longer exist, which was the issue).
-Wild card 3-game series, instead of a wild card game.
-Incentive restrictions are based on suggested role, not stamina.
-Free agent compensation and lux tax as per OOTP, with 2017 CBA.
-Competitive balance picks eliminated (adequate competitive balance from new CBA and lux tax).
-DH off in NL.
-Development bumped to 1.050, aging reduced to .900
-DL to 15 man (just an oversight from when we made MLB roster changes in the last file, this should have been concurrent with the 26 man roster adjustment).

All other settings will remain as they were in our previous file.
