Owner/GM Requirements

To remain in this league, it is expected that you:

1) Do not miss more than 33% of all exports in a given season.

2) Be active in Slack. This will include checking in to Slack at least a couple times a week and/or posting on the forums. We want our owners to be activeparticipants in the league and Slack is our main method of communicating and being in touch with each other and league activities.

3) Vote on league issues when the call comes.

4) Vote on league awards at the end of the season.

5) Maintain understanding of your team’s financial situation at all times and to always display the discipline necessary to maintain its stability.

6) Be competitive at all times and put out the best reasonable team possible to be competitive. Tanking can be very subjective but if you are trying to intentionally lose games then you are not being competitive. That behavior will be questioned and could result in loss of draft picks or removal from the league.

7) Maintain courtesy and civility in the forums and Slack. Refrain from personal attacks in public or private and inappropriate posts in #general. The Membership Management Director of the league will monitor activity and lack thereof and may replace members if any of the above rules aren’t being met and/or if attempts of contact go unanswered. Participation is highly important and all teams should take note of league activity and league participation. Your positive contributions to the league make it the best league in the OOTP world. New Owners All new owners will be given a team of veteran owners who will become their trade approval committee. This committee will approve ALL trades for the time of 1 full season or until the committee determines the owner is ready to make trades on their own.

Free Agency

Handled in-game.

Team options – no more than 25% over the highest guaranteed year.

Contracts in violation of this rule will have the team option year removed to be a guaranteed year.7 year maximum contracts.

Waivers Procedures

Place/claim players in-game

Waiver period is 17 days

DFA period is 30.

Once the DFA period has run out on players not claimed, Commissioner will first attempt to demote. oIf refused, the player will be released unless you give explicit instructions and leave roster space prior to the next scheduled sim.

Draft Lottery (GDL)

Five teams closest to 60 wins on a season will be entered into a draft lottery for the top 5 picks of the draft.

The odds of landing the #1 pick will be: 30%25%20%15%10%Pick six and beyond will be determined by record

Draft order ties will be broken by previous season win total with the closet to 60 wins awarded the higher/better pick.

The draft lottery order will apply to first round only.

Contract Extensions

Offered in-game.

Team options – no more than 25% over the highest guaranteed year.

Contracts in violation of this rule will have the team option year removed to be a guaranteed year.7 year maximum contracts.2 years of MLB service required in order to offer multi-year extension.

Violations – extension will be removed and team will be unable to negotiate an extension until the FINAL year of players arbitration.

Financial Responsibility Rules

All owner bailouts will be reversed after season flip

Teams with negative balances (“in the red”) cannot make any trades unless they improve the teams financial position

Stadiums & Franchises Teams may move their ballpark every 10 seasons but may not move back to a ballpark they previously used. The parks available must be in a database of parks available to the commissioner with the owner doing the legwork to find them.

FYI:

Participation – I will begin tracking exports tomorrow for the 2057 season. At seasons end, % will be calculated and cash will be awarded to teams that meet the above export thresholds. If you know you can’t export and you reach out to me with directions at least 1 hour prior to a sim, you will not have that export counted as missed. (Please don’t make this a regular habit and only use when necessary.)

Success – This one should be obvious, get your team to the playoffs and your market size will increase. Make a deeper run and the benefits compound. This helps take some of the guessing out of how these numbers move up and instead ties them directly to building a successful franchise.

Stadiums – Because we added a way to generate cash and already have a max cash cap, we are adding a way for teams to use their excess cash (aside from trading it). For $10M cash, a GM can add 1,000 seats to an existing stadium. This gives you more space for fans and therefore more ability to generate future revenue. Essentially, this is a way to invest in your team and their future.

Misc

Winter Meetings 2024/25 – Issue #1 – Voted 18-6 on voting procedures issue. Starting immediately all votes will require a minimum of 16 total voters before results become official. Votes will be open for a minimum of 10-14 days and will close early only if 16 votes are cast for an option

Good of the League Rules

The league ALWAYS reserves the right to modify or add rules/close loopholes without notice if it is in the best interest of the league to do so. This could include retroactively enforcing said rules
